Mario wins. Strictly because of the number of featured games (and I am not counting the Edu-tainment/propa-tainment games).
The numbers don't lie.

That's nice, but he's asking who would win in a fight, not by popularity. The number of games he features in just doesn't make Mario freakishly stronger so he could beat the crap out of Luigi for some ungodly reason.

The number of games do matter*.
There has to be a reason why Mario is featured more often then Luigi. A logical reason is that Mario is simply a better character.
* Still not counting the edu/propa-tainment games.

But, Luigi could still kick Mario's butt (and save it due to Luigi's Mansion where the less popular plumber saved the "almighty, well-known hero of the Mushroom Kingdom" Mario). Plus he can jump higher and runs faster (I think), so that's a major advantage he has over his not so agile but who cares he's more popular anyway, brother.

Actually, i think Mario is supposed to be faster at running than Luigi...then again i aint 100% sure, i think its a tiny difference. Luigi is more of an Agile guy, but Mario is an all rounder!

Mario has the upperhand on Luigi in most catagories.
Mario is Faster, Stronger and more Agile Luigi has a higher jump and a better defence by default.

What do you mean, by default?
I don't see examples of Luigi having better defence.

Mario & Luigi: Superstar Saga
Mario initial Stats: HP --- BP --- Power --- Defence --- Speed --- Stache 10 --- 10 ----- 12 ------- 9 --------- 13 ------- 6
Luigi initial Stats: HP --- BP --- Power --- Defence --- Speed --- Stache 12 --- 10 ----- 11 ------- 9 ---------- 9 ------- 5
Defence starts out equal, but Luigi gets higher increases in defence and HP on average. (excluding bonus stats) By which I mean Mario usually gets a 1 or 2 increase in his defence stat and Luigi usually gets a 2 or 3 increase with his level ups.

Since Marios been in more games then Luigi he's clearly had more expirience in fighting.

Of course, we don't know what adventures Luigi has gotten into while Mario was off "saving the Princess," so who's to say Mario has more experience?

Well, according to Paper Mario and Mario & Luigi, he usually stays at home or the castle to 'guard the fort'
Heck, one of the main points of the Mario & Luigi opening is that he doesn't want to go on an adventure and is 'dragged along' by Bowser who thinks he's a deserter from the Koopa Troop.
Paper Mario 2 finally gets him out onto his own adventure at the same time as Mario, but according to Luigi's partners, he's a bumbler who screws everything up and gets away with it out from sheer luck.
