I have nothing but kudos for the people that rapidly adjusted their sigs to follow the rules. It was very considerate of them to be so accommodating so quickly.
So yeah red, its fine to break the rules because it doesn't bother you Good thing its just a forum where the rules aren't enforced then. Rules were made to be broken and all that, right.
Frog summed it up pretty much perfectly.
If I drop my res to 800x600...

there, your sig is now pretty much taking up my whole 19 inch screen.
You have to think of other people. Some poor souls still have to use 800x600 and are on dial up. Its unfair to them. Its not just about lag, its about having to scroll past these large images every couple of posts.
But since I'm such a nice guy, I'll resize your entire sig to fit into the rules for you.
There. No content lost, size in the rules, jpeg image instead of a bitmap (They were all bitmaps! The banner especially was over 140kb! That's higher then the maximum upload size of full screen images on some sites. If you can't make jpegs yourself, ask someone else to do it for you.)
It used to be 187.6kb, now its only 46kb.
Ironically, the resize has also made the actual writing in the sig easier to read.

I run fairly hi-res, 1280x1024. Despite that, a sig like Reds is still taking up a fair whack.
I've done my bit for a picture. If you expect a topic like this to stay alive so long completely on topic, you either need a constant stream of new members posting their photo, or old members to post multiple ones. Neither is really happening, yah Really, the last 3 pages shouldn't exist.
