That doesn't seem like a fractal, for fractals recedes into infinity as you zoom in infinitely. They have patterns, and are generated by mathematical equations involving imaginary numbers (I think), or maybe that was something else.

Yeah, it's not quite a fractal (I think fractals are defined by infinite (generally) iterations upon a mathematical formula.)
I can see where the name came from, though. That's the result of the "Polar coordinates" filter, no?

I drawn a type of fractual art before, I don't think that is some. It's made up of repeating images inside the same image. I don't think that polar swirl does.
