for surskit and some other rare ones, theres programs on the tv that tell you when theres outbreaks of the certain pokemon, and which route its on. i think the move sweet scent attaracts wild pokemon, but i dont know if your fishing. take lower leveld pokemon that can train at the area until your prize appears.
