Good Website Maker/Hoster

I honestly didn't know where else to put this.

Sooner or later, I'm going to have to construct a website for myself (mainly for when my books start selling), and I'm wondering, "What's the best program to make one with for a rookie like myself?"

So, the only one I know of is Dreamweaver, which I'm actually familiar with (although, it may have been a different program; I can't exactly remember the name). Any better suggestions?

I dunno. For my site, I'm just thinking of doing HTML/CSS from scratch and PHP's include() and require() to stitch page elements together (like for navbars and such). You don't necessarily have to use PHP exclusively for making dynamic content sites.
