The Circle of Life. That's right, the opening song of the Lion King. Also, Michael Jackson's "Will You Be There" that played in Free Willy. Both these movies made my childhood, and those songs are the most beautiful of any, in my opinion.

I'm surprised no one's mentioned How to Save a Life by The Fray. That's a pretty famous one. The song itself wasn't actually so sad to hear, but someone at a talent show sang it in a way that made my cry. In a good way, of course.
Also, there's 100 Years by Five For Fighting.

There's a few at least for me, but the only one that comes to mind right away is Sarabeth by Rascal Flatts. It tears me up every time. Now just looking at all these videos has got me started, I'll have to come back to these later. They're definitely good songs, I just don't think I can handle all this sadness.

"Big Old House" - Bright Eyes (I don't know why the video is 6:30, the song is only 3:52 long) Well, it doesn't make me cry anymore, but I do have a heartbroken feeling whenever I listen to it.
